Facing a new round of growth and continuing to open up, Hainan needs more international talents. Reporters learned from provincial Bureau of Foreign Experts Affairs that 1507 foreigners had got work permit in Hainan by October 30^th. The foreigners came from 83 different countries such as South Korea, Russia, America, Thailand, Canada and Britain.

“These foreigners are working in the fields of tourism, service, education, transportation and business. More than 80% of them gained bachelor degrees or above and they injected more international vigour into the construction and development of Hainan,” the main director of the bureau said. Foreigners who got work permit are mainly teaching and researching staffs, which accounts for 30%, enterprises management staffs and professional technicians, which occupy 20% and 50% respectively.

Ever since April 13^th 2018, in order to break barriers, provincial party committee and provincial government have done research, conducted reform pilot for international talents management, established systems of global talents employment and service management that connect to the world. In addition, they have studied preferential policies for individual income tax, explored ways to provide convenience for international talents and developed pilot of “one-card-pass” system for tip-top professional people so that the channels of importing talents would be improved.

Since the construction of the Hainan Pilot Free Trade Zone and the exploration and improvement of the free trade port with Chinese characteristics, people from the countries and regions along the Belt and Road Initiative have developed great passion to work and start business in Hainan. Talents from Russia, Singapore and Malaysia settled in Hainan Resort Software Community with their projects, forming the foreign community gradually.

Elena Sheremetova, a Russia, founded a company in the Hainan Resort Software Community this year. She felt the convenience and efficiency when applying for the work permit in Hainan and said: “I got the permit within two weeks, which was one month earlier than her expectations.”

Bureau’s exploration explains the reason why Elena Sheremetova surprised. Pre-qualification authority for work permit of foreign people was transferred to the community, offering convenience to the foreigners who work or start business in the area.

Currently, Hainan is expanding the scale of foreign talents who apply for permanent residence, long-term visa and residence permit in order to explore the establishment of immigration and affairs service center(station) in foreign people areas. Thus, the foreigners service management will be improved.

Talents gather in different industries so that they can improve the industries. Currently, relevant provincial departments are making the criteria of foreign talents in short supply of economic development, releasing approval conditions of importing foreign technicians who work and start business in Hainan and promoting the founding of branch of renowned international creative space in Hainan. They also support both domestic and overseas universities, scientific research institutes and enterprises to establish technology transfer center and new research and development institution and other transfer platform of science and technology fruits, in order to attract diverse foreign talents especially the youth to work in Hainan.
